Hi. I Am Really Not Sure What Is Happening. But

Hi. I am really not sure what is happening. But I think I may have a hemorrhoid. I noticed that around my anal region is rather rad and raw sometimes, and when I pass stool it is bright red blood but only for a second. There's no constant bleeding. I am younger so I wasn't sure who to go to or ask. There's also a little like skin tag it looks like hanging out. Is there anything I could do to help this? Do I need to seek medical attention?-thanks
