Hi, I Believe I Have An Infected Hair Bump On

Hi, I believe I have an infected hair bump on the base of my penis. I apply alcolhol and scrathed the area and it appears to have spread. I'm currently using a over the counter antibotic cream to treat the area. They are little bumps and white skin were i remove the scar tissue when it was healing. The bumps do not hurt or smell but is a little sensitive to touch. Any suggestion
