Hi I Had A Fracture In My Left Arm Near

Hi I had a fracture in my left arm near elbow joint 4 months ago. But still now I'm having pain over the joint area, so I decided to get an x-ray and consult a doctor. After seeing the x-ray he wants me to undergo a surgery which will be for removing a part of my bone for proper functioning of the arm. Can you please go through the x-ray and suggest me anything which can be done without a surgery. Thanks a lot in advance
