Hi I Had Pigmentation On My Face For Many Years

Hi I had pigmentation on my face for many years and 3 years back I tool Peeling treatment and started using Obagi kit for one year I found awesome results and I have been appying 50+ Sunscreen and started using Meladerm and Retino A cream as I cannot been using Hydroquinone for long term but again my face is back with pigmentation and tan on my fore head and t zone as Meladem and Retino A has not given me any good results till now and it has been more than 2 years but no results at all.
Can you suggest me one of the best face cream for my pigmentation and tan on my face and T zone probably Alpha Arbutin seems to be one of the safest cream I heard till now so I can try that.
