Hi, I Had Started Getting A Very Itchy And Red

Hi, I had started getting a very itchy and red rash on my penis and right arm (near my wrist and extending down to my elbow) about 2 weeks ago. I had thought it was an STD but all my tests had come back negative. I was wondering if you know of anything that would cause these rashes? Thank you
