Hi I Have A Beagle/terrier Mix Dog Who Is About

Hi I have a beagle/terrier mix dog who is about 5 years old. He has been biting right above is tail and when we rub it he lifts his leg and starts scratching his side. We have given him a bath and treated him for fleas and ticks. what else can we do, he has been doing this for about a month now.
