Hi, I Have A Cracked Foreskin And Lately It Has

Hi, I have a cracked foreskin and lately it has become very tight. Hence its very difficult to clean my penis by sliding the foreskin, which has some white stuff layered over it. Please help me with some immediate actions to be taken. Also, I was diagnosed a type 1 diabetic few months back, but I have stopped the medication as per doc as it was under control.
