Hi, I Have A Lump On My Penis Which Feels

Hi, I have a lump on my penis which feels likes a sac of fluid under the skin. It's located and the bottom of penis shaft and doesn't hurt. It also looks like is has a yellow peak on the lump, like a regular spot that you would get on your face. At first I thought it was a in growing hair, but I'm not convinced.
