Hi I Have A Patient Who Has A Pulsating Neck

Hi I have a patient who has a pulsating neck vein BP 193/81 resp 20 pulse 83 o2 90% do you think this is JVD? I wasn't able to put her in the bed and elevate 45 degrees due to I'm a rather new nurse and coworkers thought I may have been over thinking this but I don't see how a clearly visible pulsating neck vein is normal or a BP that high systolic
