Hi, I Have A Question About My Father. He Is

Hi, I have a question about my father. He is 85 years old and requires 24hour care. The last time he urinated was last night at 10pm and hasn't peed since, so 12 plus hours. Yesterday he consumed about 36oz of fluid and this morning he had about 25oz. He does have slight dementia, so when i ask him to go pee he says that he cant. I dont know if he is confused or not. He hasnt complained about any pain. Should I take him to the ER or push more fluids and hopes that he eventually pees
