Hi! I Have Always Had Tiny Bumps Under The Skin

Hi! I have always had tiny bumps under the skin on my face. Recently, they have gotten worse on my cheeks and new ones are developing all the time so my skin never looks smooth. My skin is very dry and flaky once I come out of the shower or wash my face, but throughout the day it becomes very oily. I would like to know what I can do to get rid of these bumps under my skin!
