Hi, I Have Been Diagnosed With Sub Achromial Bone Spur

Hi,
I have been diagnosed with sub achromial bone spur and impingement. I do have a ClassII with regard to the shape of my shoulder. I am a dental hygienist. This all started about 9 months after ergonomic computer carts were removed from operatoies in my office and computers were placed on counter tops . An ergonomic evaluation revealed that the computers were 9 inches too high. My orthopedic doctor recommended sub achromial decompression surgery to remove the spurs and widen the space. He felt this would specifically help me since I have to accommodate patient limitations when working. The computer issue has been resolved but i still have a lot of pain. Because of the spur, I cannot do any strengthening exercises because this increases pain and to me it feels like I am making it worse. The workers comp evaluating doctor denied the surgery request and instead wants me to have 3 cortisone shots over the next 3-6 months with more PT and exercise. What is your opinion on this decision? I feel that this is not the answer and that removing a spur before it gets worse is the the treatment and that the worker's comp is stalling and just trying to treat the symptoms and not the problem
