Hi I Have Been Having A Itch Near The Base

Hi I have been having a itch near the base of my penis and it has felt like a stretch marks or some kind of indent. Recently I has been more cautious because it's not it's but now a small patch of skin around that mark area is getting dry and a little bit of gray color. I shaved that area of pubic hair and the spot of skin is on one side of my penis and now forming just a gray dot with no indent on the other side...does this sound like jock itch or something more serious like herpes or syphilis?
