Hi, I Have Had A Sore Penis Ever Since I

Hi, I have had a sore penis ever since I was a child and it hasn't changed since (I'm now 21). It burns when I urinate and my skins red and sore at the bottom of the head of penis and under skin. I have recently started using Daktarin and I was wondering would that help the cause and should it be applied only to skin or on the head of penis where it's red too? Thanks for your help.
