Hi. I have noticed constant fluttering (seems to go to the pace of heart beats) right near my 3 month old's right carotid artery. Ive noticed it just now as he was sleeping in a semi reclined position with his neck turned to the left. Can this be a sign of increased jugular venous pressure?
