Hi I Have On My Pointer Finger Small Itchy Bumps

Hi I have on my pointer finger small itchy bumps around the cuticle of my nail that seems to have a little fluid in them..the skin is also a little wrinkled and peeling im not sure if it's a fungus or something but it's really frustrating I would like to have some kind of idea what it is so I can treat it.
