Hi I Have Really Bad Brown Stuff Inbetween My Breath

Hi I have really bad brown stuff inbetween my breath and my neck. Often when I become sweaty it turns red and itches. Do you have any idea what it could be? I went the dermatologist and they gave me this medicine that made it go away but still. Also I don't drink or eat anything that's realtor sugary.
