Hi:) I Have These Small Red Dots On My Hand

Hi:) I have these small red dots on my hand that appear during or close to the wintertime. They don't itch and they aren't bumps, they're small red dots which create dryness on my hand and sometimes start burning/prickling on my hands. Any idea what it is and with what it could be treated? Thanks for your time.
