Hi, I Have White Tiny Bumps Under Penile Head Just

Hi, I have white tiny bumps under penile head just exactly on the rim, its on both sides but it doesn't cause any itching or iritation.
But when i slightly rubbed or wash this by water it may cause little burning irritation.
And these white structures some times it may be less in numbers and sometime more, I cant get this thing whats going on because I never had a sex which may led to this....??
