Hi, I Noticed About A Week Ago There Started To

Hi, I noticed about a week ago there started to be an itchy sensation in the crook of my elbow. And now there is swollen-ness / a "lump" next to or on top of a vein in my arm (crook of elbow). I'm not sure what it is, if it is an infected vein or something else, such as Phlebitis.
