Hi, I Recently Went To The Doctors For Some Advice

Hi, I recently went to the doctors for some advice and test on this problem and they told I did not test positive for anything but they did not know what it was. When I was nine, before any sexual intercourse of course, I started having bumps, not clear or anything, just like bumps from my skin, appear on the rim of my penis. No one in my family has genital warts, and like I said I did not test positive for anything. And they showed up before I ever had any kind of interactions with women. I am 20 now, since then I have had interactions with women and they have not had anything show up. What is this? Also, around that time when these bumps showed up when I was nine, my skin on the shaft became dry and has stayed dry since then. This is obviously very private and I do not know how I feel about this site because this is my first time on here.
