Hi, I Started To Have A Rash And Little Bumps

Hi, I started to have a rash and little bumps on the head of my penis a week and half ago. Also a very sensitive red patch directly under the head. I used neosporine for a week, seemed to work a little but it still seems to come back. I haven't had sex in a month either. The rash keeps coming back. What could it be? it itches and stings still so the irritation has been consistent going on two weeks. What could this be? Hopefully not an std. I haven't had enough time to go get checked out because of work.
