Hi. I'm A Nigerian, My Dad Had Partial Stroke That

Hi. I'm a Nigerian, my dad had partial stroke that affected the left part of his body six months ago. He can only walk if helped up by dragging the left leg but left arm doesn't move and looks dropping from shoulder, how can he get full use of his left limbs again? He is in his late eighties.
