Hi My Grandaughter She Is 3 Years Old Her Mother

Hi My grandaughter she is 3 years old her mother doing potty train on her but instead she been refusing she dont even want to change her diaper she is crying when you try to remove her diaper ans she dont want to urinate and also dont want to drink water. is there something wrong with her development,thanks
