Hi. Our 4 Month Old Foster Baby Girl, Whom We

Hi. Our 4 month old foster baby girl, whom we have had since age 3 weeks, was born addicted to heroin. She does not see, and her verbalizations sound like screeching. She smiles when talked to, does not move very much. Takes a bottle well. Has low muscle tone. Her eyes move back and forth and up and down at random.. Her pupils don't constrict when in direct sunlight. Awaiting an appointment, but the "system" is moving very slowly. Could this be a syndrome or related to the heroin ? Thank you email: YYYY@YYYY
