Hi A Few Year Ago I Had Sore Red Spots

Hi a few year ago I had sore red spots on the stem of my foreskin. That where a little watery and skin missing itchy and red. I was in China and was given a cream to put on daily and some other stuff that basically peels away my skin around the red marks. My skin heeld up and it was gone. But 4 years later I have the same thing only 2 red marks on the foreskin not head of the penis. So I wanted to get something from the pharmacy. I have been working away so I have had no sexual activity for 12 months. Could u tell me if I would need see a doctor/ dermatologist or can I just go the pharmacy ?
