Hi, About A Week Before, I Had My Fireskin Dry

Hi, about a week before, i had my fireskin dry n had problem while retracting to pee. I consulted an urologist. He advises to ck blood sugar levels. Fasting was 248 n pp was 328. On consulting a diabetologist he prescribed medicines for sugar and also for scaly dry skin as there r cracks all over. He suggested to apply neosprin, applying last 3 days n continuing diabetes medication but the cracks r with blood n v.v.painful. plz suggest a remedy, can i go for a circumcision. Plz help. Am 36 yr old male.
