Hi Doctor, I Am 26 Yrs Old And From Past

Hi doctor, I am 26 yrs old and from past two years I have had problems with rashes and itching in my gential areas. However in the recent past this has aggrevated to the next level and is causing skin flakes on scrotum . I end up itching so hard that the skin on my scrotum is broken but sometimes even without itching there seem to be skin breakdown like wounds. My cbp shows a lower monocytes than normal but others remain normal. Can you suggest which doctor to consult? I mean should I consult a dermatologist or a sexologist?
