Hi Ever Since I Moved To The UAE My Lips

Hi ever since I moved to the UAE my lips have turned black they feel hard and dry. The skin peeled off but it seems to start again. I was told it's due to the sun I've since used a sunscreen lipbalm but doesn't seem to help. What could be the cause and how can I treat my lips?
