Hi, For The Last 3-4 Years, I'd Had Kind Of

Hi, for the last 3-4 years, I'd had kind of a "rash" or "sores" on the outer sides of my legs, & the last year or so, on my forearms, too. Not at all itchy, don't hurt at all. Kind of small bumps, that if you shave, & scrape off a bit, it will then ooze a bit or later, bleed. They take quite awhile to heal over, but they stay kind of a purple red.
Any suggestions greatly appreciated on them, & on below.
Also have a couple of "bumps" on my scalp. Same thing, they don't itch or hurt, but get nicked by a comb, they ooze, sometimes bleed a tiny bit, get scaly, then, same thing when you comb your hair again. They get sore on top if you nick them too often, they're a firm "bump".
