Hi My 12 (almost 13 In A Month) Started Her

Hi my 12 (almost 13 in a month) started her period today and she says she is in a lot of pain and bleeds more when she urinates than what she sees on the paper when wiping. She also showed me a huge red stretch mark on her lower belly that just formed today!! (I have a photo if you need to see it) she has very bad skin (even with facials I have taken her to and with epiduo prescribed by her dermatologist) and she has gained a fair amount of weight quickly. And her breasts have slight tiny stretch Marks. I have policystic ovarion syndrome but no stretch marks (only a few from having two babies). Is it hereditary? Should I get her tested ASAP and would she see a Gyno or an endrencalogist
