Hi My 20 Year Just Had A Physical For EMT

Hi my 20 year just had a physical for EMT program in college and his RUBELLA (value 32 with ref. range 9.9), came back with pos antibodies for mumps and rubeola. Can you explain why at birth and age 14 he had the boosters. But he needs to get another . Will this hinder his future for EMT program?
