Hi My 3 Year Old Son Plays With His Penis

Hi my 3 year old son plays with his penis sometimes and it goes a little harder I noticed when he had done it that the main vein running down looked like it has a twist on it? Should I get this looked at? When it is normal I can't see any veins on it. Thank you for your help
