Hi My Age Is 28 .trying For 2nd Issue After

Hi my age is 28 .trying for 2nd issue after 3 years.my periods are regular .the menstrual cycle ranges from 23-26days.had done blood test everything including thyroid is normal.but my radiologist saying my follicles are not growing as expected.on 11th day of cycle its 9.2mm,on 13th its9.3 and on 15 th 9.4mm.still I am having my periods on 24th day.so ovulation is occurring in my case or not?
