Hi, My Baby Is 4 Months Old, Im Breastfeeding And

Hi, my baby is 4 months old, im breastfeeding and baby is on lactogen 1 as well . 6:00 breast, 10:00 bottle, 14:00 bottle, 18:00 breast and again at 22:00 breast. However during the day baby is still hungry, as if the formula isn't enough. He is on 200ml water and 8 scoops. Is it possible that the breast milk is not feeding him anymore? Should i give him a bottle at 6:00 and not breastfeed? Not sure what to do.
