Hi, My Boyfriend Has About 12 Small To Medium Bumps

Hi, my boyfriend has about 12 small to medium bumps (kind of like bug bites) on the backside of his right arm, and about 5 in the center of his upper back! They hurt when he touches them also his back and arms feel like they are on fire! What is this and is there anything OTC we can treat him with?
