Hi, My Friend Recently Got Hit By A Car And

Hi, my friend recently got hit by a car and didnt got to the hospital. He is having trouble moving his right arm and k believe his collar bone is broken. He also has little red spots on his scalp surrounding small cuts thag were bleeding. He cant feel it when that area is being touched. He also doesnt recall the incident. What can i do to help him if he refuses the er ?
