Hi, My Husband Is 76, Diabetic, Chf, And Kidneys Working

Hi, my husband is 76, diabetic, chf, and kidneys working at about 50%. His lower legs swell. Lately he has developed a small rash at the ankles. Now the rash is heading up the right leg and still small on the left leg. The skin peels after a time. Itching is really bad at night. We've tried several products to control the itching - the latest being a diaper rash product. He doesn't wear socks now to help alleviate irritation. Is this connected to his diabetes or heart or just a fungus? His cardiologist recently said he was doing okay but that was just a 20 minute visit. I'm very concerned.Should we go back to the doctor? I don't think he saw the rash at the visit. Thank you.
