Hi, My Skin Around My Lips Started To Come Out

Hi, my skin around my lips started to come out last year during winters and till now it hasn't recovered. Area around my lips remains dry and red all the time. I recently visited a doctor and he gave me ederma-M cream. Please can you tell me if it's okay to apply it around my lips skin
