Hi, Our 2 Month Old Great Grandson, Has Smooth But

Hi, our 2 month old great grandson, has smooth but blotchy skin...looks like little patches on his skin..sometimes looks a little bluish...He has had it since he has been born...He eats well, sleeps well & a happy little baby...I am just wandering what this might be...He looks this way over about all of his body except his face...Thank You
