Hi There I Have This Bump That Shows Up Monthly

Hi there I have this bump that shows up monthly in the same area on my testicles and it's not like spreading or showing up in clusters but it goes away and comes back. Now this was before I was sexually active. I'm not sure what it is or should I get tested?
