Hi There When I Pull Back My Foreskin I See

When I pull back my foreskin I see a red line , not too big but slightly puffy.
It has a very slight bruise like feeling to it also.
It's currently a public holiday so nothing is open so I can see a doctor or buy medicine
What is this and what can I do in the mean time
