How Can A Dry Splitting Foreskin Be Treated?

hi my foreskin has been dry and i have developed a split about 6mm long 2mm wide, its rite on the end length ways, and every time i urinate or get an erection it respilts and stings, ive relocated to norwy for work and it is very cold im thinking this is the cause, how can i fix this??
