How Can A Raised Toenail Lump With Tenderness Be Treated?

I have a bump that looks like a cyst under my little toe nail. It has caused the nail to raise up and is tender. My podiatrist treated it like a fungus with a mixture of bleach and water applied twice daily for several months. It hasn't gotten any worse but isn't any better. Should I see another doctor, such as skin specialist or md or can you give any advice about treatment?
