How Can An Old Facial Scar Be Treated?

if i got a scare on my face 14 years ago and my health care im under said i cant have the process to get it off because i would have to have had it done 12 months prier to the inccident the incident but i just recived news at the age of 8 that i could get it off but i was to late wht should i do?
