How Can Foreskin Flaps Of Skin Be Treated?

Hi, for say the past year or so, I have been getting very small flaps of skin developing under the foreskin (around the area where it joins to the penis). They are literally just that, very small flaps of skin, and can fairly easily be picked away. Is this normal?
