How Can Glans Irritation With Cut Like Rashes Be Treated?

hello in 18 years old, 205 pounds,5'11. I'm allergic to penicillin and have asthma since a small age. I have been sexually active for about a year and a half with my current girlfriend. my only sex partner and hers as well. about a week ago we had sex and she's been on birth control for 6 months so it had been a while since I used a condom. we used one and I now have a red irritated penis head it has small cuts like a rash its not spreading to any other areas just seams to be getting worse, its near the head. I'm not circumcised. the testicles are not swollen. and i have been putting rubbing alcohol to see if it goes away but is not working. do i need to go see a doctor to get it checked out?
