How Can Itchy Lumps On The Penis Shaft Be Treated?

I'm 17, I have bumps on the under side of the tip of my penis. The largest bump is about as round as the tip of your pinkie finger, and raised up as high as your pinkie finger nail. Also another smaller bump on the left side of my shaft, actually on top of what i think would be my foreskin. Neither are discolored, if anything slightly a lighter tint as the rest of my penis. I have only had Intercourse one time, with a virgin, and oral sex with another girl, whom was also a virgin. the bumps also normally only itch when i scratch at them. what could it be?
