How Can Itchy Pores On The Elbows Be Treated?

Hello I have itchy small red dots on both outer elbows,...it appears in group, like bunch of dots here and there. It is not exactly red but looks like raised pore(each hair strand),..hope i'm able to give correct picture. Can you plz advise what it could be.
