How Can Legs Ingrown Hairs With Scarring And Red Marks Be Treated?

Hello. For about 2 years now I have suffered with VERY bad ingrown hairs on my legs - there is now dark marks (i assume scarring) and also red marks all over the lower half of my legs. I moisturise every day, and nothings improved.. if anything it's still getting progressively worse. It is AWFUL and really getting to me! Is there anything to get rid of these marks at all please? I've tried laser treatment (i had 5 sessions) and i STILL have the problem.
